He will boldly take on the fight against terrorism, while his colleagues regard his abilities with skepticism. 25岁的井上薫是警视厅警卫部的一名Security Police，在相亲时接到上司尾形总一郎的电话于是赶去执行任务。任务主要是负责保护参加电影首映的政府官员，在执行任务的过程中井上薫发现一名柱着拐杖的人决动异常于是对其进行盘问，不料对方掏出匕首袭击井上薫。经过一番搏斗井上薫制服了歹徒并将其逮捕。事后被捕的嫌疑犯因为没有足够的证据不但不承认自己有罪更抗议警方滥用职权。作为部门新人的井上薫颇得尾形总一郎，因此也遭到了某些同事们的嫉妒。井上薫执行任务时逮捕歹徒的行为受到了高层的不满，因为司职保安的Security Police最首要的职责是负责要保护的要员的安全。翌日井上薫和同事笹本絵里等人再次被分派去负责东京都知事大川优子的安保工作。大川优子在公开场合进行演讲，负责安保工作的井上薫等人再次严阵以待，一连几日没有出现意外，可井上薫的感觉却越来越糟。在大川优子的记者发布会上井上薫在关键时刻替其档下了子弹并制服了一直对大川怀恨在心伺机将其刺杀的记者乡田……
