Andrew Kam directs this hard-boiled cop thriller set in the Philippines. Short-fused Hong Kong cop Chiang Ho-wa (Donnie Yen) who is sent to the Philippines to retrieve a notorious criminal. There he runs into Dick (Roy Cheung), a murderous criminal who happened to kill Chiang's wife. Chiang teams up with Edu (Edu Manzano) -- a straight laced local officier.

While Chiang is a loose cannon not adverse to reeking havoc -- including starting a pub brawl -- to attain his goal, Edu does his police work strictly by the book. In spite of personal friction and cultural barriers, two soon learn that Dick is in cahoots with local bigwig Cardosa in a massive counterfeiting ring. They also learn that the dastardly Dick is about to dissolve their partnership by killing Cardosa and framing Chiang for the crime.
