The story takes place in the 1930s. , Nip Chun (Michael Miu), one of the most influential gang leaders in Shanghai for the past twenty years, decides to step down after the sudden death of his wife. He earns his living by selling Shanghai steamed buns, and to make it up to Ho Shui Sau (Anne Heung), he hires the lady as his helper. His withdrawal from gang activities has deeply disappointed Shek Sai Kau (Bosco wong), who is an ardent follower of him.

Chun was determined not to get involved with any criminal activities. But when he finds out that Wu Tai Tsuen, a buddy from his gang, may have something to do with his wife’s death, and when he sees how his former gang mates are mysteriously killed one by one, he knows it is time to make a comeback.

Chun and Tsuen have a series of fights. And what happens next makes Chun believe that there is actually a conspiracy against him. But that is not the end of the trouble. The biggest shock comes when he learns that his beloved daughter Man Wah (Shirley Yeung) is not the true offspring of his but Koo Cheung Sing’s (Eddy Ko), who is his benefactor and a wealthy tycoon.

时为三十年代。叱吒上海黑道二十多年的聂进(苗侨伟)在妻子横死后退下战线，经营起小笼包店来，并出於歉疚而聘请了何水秀(向海岚)。进的退隐，叫一心跟随他的石世九(黄宗泽)失望不已。

进本没有打算重出江湖，但是当他知道黑帮兄弟胡大川可能跟妻子之死有关，并且眼看著其他兄弟逐一遇害时，他知道江湖事终究要以江湖手段来解决。

进和川因而展开了连场廝杀；然而其后一连串事件，叫进怀疑背后还有黑手。另方面，更叫他震惊的是，女儿曼华(杨思琦)的亲生父亲，原来竟是对他恩重如山的大亨顾长城(高雄)！
