苏灿（周星驰饰）本是广州督军之子，但在考取武状元时，因受人陷害而被皇上责罚沦为乞丐。此时，天理教太乙真人人主朝廷、到处迫害丐帮。原来上一代丐帮四大长老杀了大理教前任教主，而丐帮帮主也阵亡，打狗棒法失传。加上丐帮四分五裂，群龙无首，于是传功长老选中苏灿为接班人，传以打狗律法要诀。苏灿学艺成功，成为新任帮主、苏灿团结各地丐帮会员自强，对抗天理教，太乙真人想先下手为强，行刺皇帝，拥兵自立，但消息泄漏，传到苏灿耳中，皇上狩猎之时，大理教发礁．幸好灿及时赶到，救了皇帝，皇帝欲恢复灿官职，灿做惯乞儿，懒得做官，只欲皇帝治好国家，最后皇帝无以为报，赠了一个御赐的乞儿钵给苏灿，底写 “奉旨乞食”。
