Lam, a special agent of Japanese National security, teams up with 。J.J., a thief with a hidden agenda to find a pair of plates used for the making of counterfeit US note. They plan to take the plate back to the US Embassy and split the US30 million dollars rewards. Their adversary, Owen, a staff member at the Embassy has stolen the plate and run away to Korea.

林贵仁 (梁朝伟饰)，隶属日本国防外务科特别侦缉组，任何奇案在他的过人智慧及不凡身手之下无不迎刃而解。最近美国政府悬红三千万美元追查号称「复仇者」的美金伪钞电版，贵仁知道电版到了香港，便孤身深入黑帮虎穴盗取，却碰上美艳动人的女飞贼JJ (舒淇饰)。二人合力偷出电版，引来黑帮围攻。在最后关头JJ却出卖贵仁，口中说尽甜言蜜语，却挟着电版逃脱。JJ得手后喜悦地打开铁箱一看，内里却早已被贵仁掉包。

贵仁满面笑容地持着真的电版往美国领事馆领赏，接待的是冷面职员Owen (任贤齐 饰)。他招呼贵仁等候，更有美女佳酿侍侯。Owen带走电版表示找专家验收，贵仁却突然醉酒昏倒，醒来更被警卫锁上手铐，指他擅闯领事馆。贵仁发现Owen及电版亦已不翼而飞。。。
