This series revolves around a group of peculiar detectives in a new division created to fight against an increase in atrocious crimes. 从美国回来的大泽绘里子（天海佑希 饰），应老友野立信次郎（竹野内丰 饰）之邀，担任警视厅搜查一科新设部门“特别犯罪对策室”的室长。然而，被野立召唤至对策室的成员都是各有怪癖、极富个性的警察中的“极品”，但是，在 BOSS的带领下，他们却接连解决了疑难奇案，构筑了各自之间的羁绊，成为了一个优秀的破案团队。 然而，两年前，由于插手了警视厅高层贪污案，BOSS解散了“特别犯罪对策室”，决定离开日本前往美国。 此次续篇始于前回的最后一幕。即将离开日本的绘里子，在机场接到野立的来电。反政府组织“黑月”声称下一目标为国家公安委员长黑原健藏（西田敏行 饰），而且于当日活动会场行凶的可能性极大。野立召集对策室成员赶往现场，绘里子也从机场折回。与此同时，押送途中的“黑月”头领高仓隆平（反町隆史 饰）逃脱。对策室极力找寻凶犯，然而，黑原委员长最终仍被凶犯枪击中弹、身负重伤，凶犯逃之夭夭。于是，对策室承担责任，再次解散，绘里子去了美国。那之后的两年，绘里子及对策室的成员各自在警界大展拳脚。为此，晋升为参事官的野立接下了一起重案，欲借此再次重组对策室……
