The story starts in the Ming Dynasty, when executioner To Sz-Hoi (Chan Kam Hung, Sunny) and his blood brother Shui Yue - Chan (Tse Tin Wah, Michael), , who is a physician, accidentally stop into the town of Cheong Lung.
